Todayโ€™s โ€œFeatured Storyโ€ โ€” from โ€œPoliticoโ€ is a coincidentally timely addition to my LLAWโ€™s NUCLEAR WORLD TODAY post from yesterday, supporting and amplifying what I had to say about the deadly future we may be ignorantly self-creating with โ€œAIโ€ and โ€œAll Things Nuclearโ€.

Yet we blindly seem to be bumbling forward for little more knowledge than an insane badly mistaken couple of typical thoughts in our heads โ€” corporate wealth and future human comforts. I can only say that none of this will work as we foresee it because both โ€œAll Things Nuclearโ€ and โ€œArtificial Intelligenceโ€ will never give us what we expect of them, and both will usher us down the path to extinction.

AI technology is poised to transform national security. In the United States, experts and policymakers are already experimenting withย large language models that can aid in strategic decision-makingย in conflicts and autonomous weapons systems (or, as they are more commonly called,ย โ€œkiller robotsโ€) that can make real-time decisions about what to target and whether to use lethal force.

But these new technologies also pose enormous risks. The Pentagon is filled with some of the countryโ€™s most sensitive information. Putting that information in the hands of AI tools makes it more vulnerable, both to foreign hackers and to malicious inside actors who want to leak information, as AI can comb through and summarize massive amounts of information better than any human. A misaligned AI agent can also quickly lead to decision-making that unnecessarily escalates conflict.

โ€œThese are really powerful tools. There are a lot of questions, I think, about the security of the models themselves,โ€ Mieke Eoyang, the deputy assistant secretary of Defense for cyber policy during the Joe Biden administration, told POLITICO Magazine in a wide-ranging interview about these concerns.

In our conversation, Eoyang also pointed to expert fears about AI-induced psychosis, the idea that long conversations with a poorly calibrated large language model could spiral into ill-advised escalation of conflicts. And at the same time, thereโ€™s a somewhat countervailing concern she discussed โ€” that many of the guardrails in place on public LLMs like ChatGPT or Claude, which discourage violence, are in fact poorly suited to a military that needs to be prepared for taking lethal action.

Eoyang still sees a need to quickly think about how to deploy them โ€” in the parlance of Silicon Valley, โ€œgoing fastโ€ without โ€œbreaking things,โ€ย as she wrote in a recent opinion piece. How can the Pentagon innovate and minimize risk at the same time? The first experiments hold some clues.

This interview has been edited for length and clarity.

Why specifically are current AI tools poorly suited for military use?

There are a lot of guardrails built into the large language models that are used by the public that are useful for the public, but not for the military. For instance, you donโ€™t want your average civilian user of AI tools trying to plan how to kill lots of people, but itโ€™s explicitly in the Pentagonโ€™s mission to think about and be prepared to deliver lethality. So, there are things like that that may not be consistent between the use of a civilian AI model and the military AI model.

Why is the tweak not as simple as giving an existing, public AI agent more leeway on lethality?

A lot of the conversations around AI guardrails have been, how do we ensure that the Pentagonโ€™s use of AI does not result in overkill? There are concerns about โ€œswarms of AI killer robots,โ€ and those worries are about the ways the military protects us. But there are also concerns about the Pentagonโ€™s use of AI that are about the protection of the Pentagon itself. Because in an organization as large as the military, there are going to be some people who engage in prohibited behavior. When an individual inside the system engages in that prohibited behavior, the consequences can be quite severe, and Iโ€™m not even talking about things that involve weapons, but things that might involve leaks.

Even before AI adoption, weโ€™ve had individuals in the military with access to national security systems download and leak large quantities of classified information, either to journalists or even just on a video game server to try and prove someone wrong in an argument. People who have AI access could do that on a much bigger scale.

What does a disaster case for internal AI misuse look like?

In my last job at the Pentagon, a lot of what we worried about was how technology could be misused, usually by adversaries. But we also must realize that adversaries can masquerade as insiders, and so you have to worry about malicious actors getting their hands on all those tools.

There are any number of things that you might be worried about. Thereโ€™s information loss, thereโ€™s compromise that could lead to other, more serious consequences.

There are consequences that could come from someoneโ€™s use of AI that lead them to a place of AI psychosis, where they might engage in certain kinds of behaviors in the physical world that are at odds with reality. This could be very dangerous given the access that people have to weapons systems in the military.

There are also concerns with the โ€œswarms of killer robotsโ€ people are worried about, which involve escalation management. How do you ensure that youโ€™re not engaging in overkill? How do you ensure that the AI is responding in the way that you want? And those are other challenges that the military is going to have to worry about and get their AI to help them think through.

On that last point, weย published a piece in POLITICO Magazine recentlyย from Michael Hirsh in which he reported that almost all public AI models preferred aggressive escalation toward a nuclear war when presented with real-life scenarios. They didnโ€™t seem to understand de-escalation. Has that been your experience in working with these tools?

I think one of the challenges that you have with AI models, especially those that are trained on the past opus of humans, is that the tendency toward escalation is a human cognitive bias already. It already happens without AI. So what youโ€™re enabling with AI is for that to come through faster. And unless youโ€™re engineering in some way to say, โ€œHey, check your cognitive biases,โ€ it will give you that response.

So does the Pentagon need to develop its own AI tools?

I think that they need to be working on how to develop tools that are consistent with the ways that the Pentagon operates, which are different than the ways the civilian world operates, and for different purposes. But it really depends on which mission set weโ€™re talking about. A lot of this conversation has been about AI around large language models and decision support. Thereโ€™s a whole different branch of AI that the military needs to engage in, and itโ€™s about navigating the physical world. Thatโ€™s a totally different set of challenges and technologies.

When you think about the idea of unmanned systems, how do they navigate the world? Thatโ€™s technology like self-driving cars. Those are inputs that are not the same as taking in large quantities of human text. Theyโ€™re about: How do you make sense of the world?

Is there a general need for more understanding of the utility of AI in the military? What are some ways that high-ranking officials at the Pentagon misunderstand AI?

Itโ€™s not a fully baked technology yet, and so there are activities like moving consideration of AI into the research and development space for the Pentagon,ย which the Donald Trump administration did, that make a lot of sense. That allows you to do testing and work through some of these new features and develop these technology models in ways that refine them. This means that when they land on the desks of a wider range of Pentagon personnel, theyโ€™ve worked through some of these kinks.

Whatโ€™s the way forward with AI tools when itโ€™s so difficult to prevent misuse?

One of the things that we need to do going forward is to be much more specific about the particular missions for which we are thinking about adopting AI into the Pentagon. The Pentagon is a trillion-dollar enterprise, and itโ€™s going to have a lot of business functions thatโ€™s like any other business in the United States โ€” basic business functions like booking travel or payroll.

And then, there are areas that are more military-unique, and those may deserve more specialized study, because there is not this civilian ecosystem that is also involved in the testing and development of these technologies. The Pentagon may have to fund their own research into things like understanding unidentified objects coming toward the United States or robots that need to navigate a battlefield or making sense of lots of different strands of intelligence reporting.

Has Trumpโ€™s ridiculous โ€œsecretโ€ weekend attack on Iranโ€™s nuclear facilities โ€œpoked the hornetโ€™s nestโ€? And, if so, will the U.S. citizenry pay the price right here at home outside the scope of a military attempt to protect our country? The FBI seems to think so, and so do I.

Such errant ill-advised Trumpian U.S. strikes on Iranian nuclear facilities, authorized by Donald Trumpโ€”with possible Netanyahu encouragementโ€”on the weekend of June 21โ€“22, 2025, known as โ€œOperation Midnight Hammerโ€ have without doubt solely created this potential world-wide catastrophe. The name itself seems โ€œchildishโ€, as if Trump, et al, thinks potential nuclear war is a โ€œboard gameโ€ we can all play on a card table in our living rooms after dinner.

Not only could Iran begin a severe organized secretive mission of non-nuclear attacks of all kinds on United States soil, they could also be building at this very moment, one or more uranium-based bombs similar or even much larger and more powerful than the one we dropped on Hiroshima, Japan,ย on August 6, 1945 specifically designed, intended, and directed for delivery to the USA in retaliation for Trumpโ€™s grossly huge mistake.

Then too, just an attempt to prevent any opposing effort of Iranian retaliation could easily put the worldโ€™s powers-that-be between a rock and a hard place and start WWIII in addition to Iranโ€™s provoked attacks on the United States. ~llaw

There has long been something of a conspiracy theory concerning the 10 times that Russian-controlled sabotage has caused the Zaporizhzhia Nuclear Power Plant in Ukraine, the largest nuclear power plant in Europe.

There have been legitimate serious scares to the plant, nearby communities, all of Ukraine and all of Europe concerning spreading airborne nuclear radiation, threatening the lives of hundreds of thousands of people should the supporting โ€œemergency generatorsโ€ โ€” that have less than a monthโ€™s worth of diesel fuel capacity โ€” fail to keep the plant from a meltdown if the incoming power lines that service the plant following these dangerous Russian attacks and forced shutdowns caused by Russian military firearms and other methods of sabotage.

Truth Hounds, with the expert support of Greenpeace Ukraine, has published a groundbreaking investigation into the role of Russiaโ€™s state nuclear corporation Rosatom in war crimes, civilian repression, and unprecedented nuclear safety threats at the Zaporizhzhia Nuclear Power Plant (ZNPP).

The report,ย Seizing Power, documents how Rosatom has become an active participant in Russiaโ€™s military occupation of the ZNPP and the city of Enerhodar, coercing plant staff, undermining nuclear safety, and facilitating crimes against civilians. Greenpeace Ukraine provided key nuclear expertise and analysis that linked the evidence of Ukraine nuclear worker punishment and torture to the safety violations and increasing risks to nuclear safety at the plant. Representing the first case in the history of a commercial nuclear power plant being seized and militarized during an armed conflict, it exposes a dangerous convergence of human rights abuses, breaches of international law, acute nuclear safety and security risks, and the complicity of Russian state-owned nuclear corporation Rosatom. Covering the period from March 2022 to June 2025, the report analyses the evolution of the occupation of Enerhodar and identifies at least 7 detention sites and 226 cases of unlawful detention of Enerhodar residents and ZNPP employees, the majority of which were followed by inhuman treatment and torture.

โ€œOur research highlights how human rights violations are directly intertwined with risks to nuclear safety and security. We are witnessing an unprecedented situation, in which the personnel responsible for the safe operation of the plant have themselves become targets.   • Corporate complicity in occupation: Rosatom representatives coerced ZNPP staff into signing contracts under duress, integrated into the occupationโ€™s governance system, and used financial structures to entrench Russian control.
  • Weaponization of nuclear governance: Rosatom acted simultaneously as a commercial entity and an enabler of Russiaโ€™s military policy, erasing the line between civilian energy management and armed occupation.
  • Nuclear safety dismantled: By intimidating and persecuting licensed staff, Rosatom violated the IAEAโ€™sย Seven Indispensable Pillars of Nuclear Safetyย andย Five Concrete Principles. The climate of fear, loss of expertise, and severed ties with Ukrainian regulators have gravely eroded the plantโ€™s safety culture.
  • Risk of reactor restart: Despite unsafe conditions, Rosatom leadership has announced plans to restart reactors. Experts warn such actions could lead to large-scale radioactive releases with continent-wide consequences.
  • Global double standard: While complicit in war crimes, Rosatom continues to profit from nuclear projects in 33 countries, controlling 44% of global uranium enrichment capacity.

Greenpeace Ukraine: Rosatomโ€™s occupation of ZNPP Is a โ€œTicking Time Bombโ€

 

โ€œRosatom has violated every principle of nuclear safety and security. Truth Houndsโ€™ evidence links Rosatomโ€™s senior management directly to the abduction, detention, and torture of Ukrainian nuclear workers. By terrorizing the very people responsible for safety, Rosatom has turned the Zaporizhzhia Nuclear Power Plant into a ticking time bomb. The equipment is deteriorating, Russian personnel are unqualified, and the real condition of the plant is being deliberately concealed. Europe must stop doing business with Rosatom and impose devastating sanctions on it,โ€ said Shaun Burnie, nuclear specialist with Greenpeace Ukraine.

I have read that the clock will be reset to 2 minutes to midnight, but given the โ€˜deterrenceโ€™ challenges and the verbal threat conflicts going on the past few weeks, perhaps the time will stay the same 90 seconds to midnight.
