LLAW’s NUCLEAR WORLD NEWS TODAY and the GLOBAL RISKS & CONSEQUENCES TOMORROW

In My Opinion:

I particularly like and appreciate personal opinion stories that actually come from the horse’s mouth — those who’ve “been there; done that” so to speak. This impressive article from “Colorado Newsline” by Beto Millard-Chacon is something we need to post more of here on this daily blog.

But of course with a new uncontrollable, intolerant and unpredictable president here in the USA, the constant world-wide threats of nuclear war among a few of the nuclear armed nations (and potentially more on the way because of Trump), our attention, of necessity, must be diverted to a world in turmoil that could end human and other life as we know it on planet earth at any old time in just a few hours of nuclear war. Just the 1st ICBM equipped with up to a single 1 to 10 megaton (there are far more powerful ones, by the way) nuclear weapon of mass destruction would totally decimate a huge target, such as Washington D.C. or New York City and surrounds, in less than 30 minutes from where it was launched to detonation and total destruction. So it is that such fear and loathing, coupled with a deranged world of angry leaders among at least 4 of these nuclear armed countries must take priority in the media.

Even if a few nuclear endowed countries should agree to dismantle and deactivate their nuclear weapons, which will never honestly happen of course, we are faced with the just-as-destructive insidious collective growth and use of nuclear power plants. The potential proliferation of every plant makes that risk ever-more threatening to life in the same way as nuclear weapons, and we are already seeing weaponization of nuclear power plants, as an early example, in the Russia/Ukraine war.

But the fact is, as long as there is anything nuclear — weapons or energy — the entire world will remain on the brink of a never-ending “armageddon” of nuclear risk and nervous concern until the day it happens. And, given enough time, it surely will happen. ~llaw

Do not fall victim to industry propaganda

Corporate thirst for nuclear energy is growing to dangerous levels, and Colorado will take its first steps into that fire by passing the pro-nuclear bill, House Bill 25-1040, unless Gov. Jared Polis vetoes it.

As we allow our civilization to become more dependent on electronic communication systems and press the boundaries of those systems, corporations are incentivized to produce and consume higher levels of energy every day. With the threat of human-caused climate change becoming a more widely acknowledged reality, lobbyists are persuading decision makers and the public that nuclear reactors are the solution we need to feed our needs and addictions while fending off climate disaster.

Unfortunately, nuclear power will prove to be the radioactive cousin of the fossil fuel industry and continue to fuel the oligarchical social structure that eats at our humanity and resources.

I spent eight years in the Navy operating nuclear reactors. The U.S. Navy provides a rigorous education and training program that includes many lessons about the history of nuclear energy and the Navy’s immaculate operational record. But what does it take to maintain that record? Ask yourself why we thank veterans for their service. Military service comes with some inescapable horrors, including forfeiture of most of our rights. We are held to a standard of pursued perfection that can only be asked at gunpoint or under threat of imprisonment. The Occupational Safety and Health Administration and the Department of Labor don’t allow the private sector to make you scream. We serve with the intention that civilians will not have to live that life, including ourselves once we have completed our duty.

Can we trust civilians to operate nuclear reactors with the same dedication to perfection over their own well-being? Will power companies spend more than the minimum in order to hire enough engineers to ensure alert-attentive care of reactor systems? Most likely, at least 50% of the nuclear workforce will be former Navy operators like me. That sounds like a good idea, but these are people that have already served their time doing the hardest parts of power plant maintenance, and they are not as motivated as you might think to go back to it.

Additionally, those same operators have pride that can become complacency in a civilian position. Educational corners will be cut and staff shortages abound across an industry wielding an extremely dangerous product. There are operating plants today that allow the same alarm to flash for months — the exact behavior that led to the Chernobyl and Three Mile Island nuclear accidents.

Can we trust profit-driven corporations to hold a standard that will guarantee the safety of our communities? Oil companies cause spills that destroy entire regions. Plastics producers have lied about the recyclability of products that have infected almost all life on Earth with microplastics. Extraction industries around the world, including uranium mining, are responsible for ecological deformation and human rights abuses everywhere they exist. The Diné nation has generational scars specifically caused by the uranium industry that have driven them to ban even the transport of the substance through their territory. Even if we find relatively safe storage locations for fuel and waste, they will likely travel our highways and railroads, where accidents happen all the time. And I have yet to delve into the negative impacts on our water supplies.

Our local and national elected officials have already been bought by industry owners and their own avarice, so convincing them to give up a potential cash cow seems futile. The only hope I have left is in the education we provide for each other. Do not fall victim to propaganda, but seek the lessons of history. The wealthy elite have always been willing to sacrifice others to realize their own gains and we would be fools to believe they will take any accountability for future harm caused by their business.

Who ya gonna believe, Trump or Zelenskyy? From the “Independent” article below: “Mr Zelensky denied discussing with Mr Trump the possibility of US ownership of the Zaporizhzhia plant, but said they did discuss “how to find the solution from the situation and… take the station from the Russians”.Zelenskyy said.

So Trump that lie, if you believe Zelenskyy, was tossed out later for discussion at an entirely different level of communication, perhaps directed at any number of countries, including NATO as well as Russia and our own. Trump has long been known to be a pathologically perpetual liar as well as a devious manipulator. Personally, I would believe Zelenskyy’s version of their conversation . . . ~llaw

Ukraine’s president Volodymyr Zelensky has insisted that “all nuclear power plants belong to the people of Ukraine” after reports that his US counterpart Donald Trump said an American takeover of the country’s nuclear power would offer the “best protection” for it.

In their first conversation since Mr Trump verbally attacked Mr Zelensky in the White House and had him thrown out, the US president reportedly suggested Washington take ownership of Ukraine’s energy infrastructure.

But Kyiv says the discussions referred only to the Zaporizhzhia nuclear power plant, which is under Russian occupation.

All nuclear power plants in Ukraine are state-owned and belong to Kyiv, he insisted.

“The temporarily occupied Zaporizhzhia [nuclear power plant] belongs to Ukraine, everybody acknowledges it and recognises it,” he said.

Mr Zelensky denied discussing with Mr Trump the possibility of US ownership of the Zaporizhzhia plant, but said they did discuss “how to find the solution from the situation and… take the station from the Russians”.

They also talked about potential US investment in the plant, the Ukrainian leader said.

But he added: “The issue with property we definitely did not discuss with Mr Trump.”

Addressing EU leaders virtually from Norway, the Ukrainian leader said Russia’s president, Vladimir Putin, should stop “unnecessary demands” while warning that nothing had changed after Russia attacked his country’s energy infrastructure on Wednesday, despite Mr Putin’s pledge to halt such strikes.

Top military officers from countries across Europe and beyond met on Thursday to flesh out plans for an international peacekeeping force for Ukraine as details of a partial ceasefire are worked out.

British prime minister Sir Keir Starmer said steps were being made in the right direction towards a ceasefire as a “coalition of the willing” led by Britain and France moved into an operational phase.

The timetable for the peacekeeping force was now coming into focus following talks between the US and Russia, Sir Keir said.

But he warned that Mr Putin would breach “any peace deal without anything behind it”.

“Last weekend and two weekends before that, we had groupings of international political leaders coming together to provide the political alignment and the collective agreement that we need to work together to ensure that any deal that is put in place is defended,” he said.

“What’s happening here is turning that political intention into reality, the concept into plans.”

Sir Keir added: “It is vitally important we do that work because we know one thing for certain, which is a deal without anything behind it is something that Putin will breach.

“We know that because it happened before. I’m absolutely clear in my mind it will happen again.”

Ukraine and Russia have agreed in principle to a limited ceasefire, although Mr Putin rebuffed Mr Trump’s push for a full 30-day ceasefire.

President Zelensky said he was committed to working with the US to stop arms being directed at Russian power production and civilian facilities.

“I raised this issue with President Trump and said that our side would identify what we consider to be civilian infrastructure,” Mr Zelensky said. “I don’t want there to be any misunderstanding about what the sides are agreeing on.”

Negotiators from Moscow and the US will meet on Monday in Saudi Arabia, Mr Putin’s foreign affairs adviser Yuri Ushakov told Russian news agencies.

Sir Keir said Mr Putin was afraid of Britain’s nuclear weapons, and that Trident was a crucial deterrent.

Before visiting Barrow on Thursday, where he laid the keel for the next generation of Britain’s nuclear deterrent submarines, the prime minister said Trident had proven “incredibly effective” since its introduction in the 1990s.

Of Russia, the prime minister said: “I think they appreciate our capability. What is obviously important is that they appreciate that it is what it is, which is a credible capability.”

Ukraine launched a major drone assault on Thursday on a Russian airbase that is key to the relentless missile attacks against Ukrainian cities.

The strike on the Soviet-era Engels airfield, which houses a number of Russia’s nuclear-capable heavy bombers and stores of cruise missiles, sparked a huge explosion and numerous fires.

A state of emergency was declared in the area, about 450 miles from Moscow. Ukraine has repeatedly sought to hit the Engels base, across the three years of Russia’s invasion.

In My Opinion:

Trump’s idea to take over (and own) the Zaporizhzhia Nuclear Power Plant during what was evidently an impromptu offer to Zelenskyy during a telephone conversation is ridiculous and strategically insane. What on earth does Trump know about operating a nuclear power plant, let alone one under Russian siege and controlled by Russian control and supervision in a war zone? The answer is “nothing”.

In my opinion, this is one of the many serious problems with Trump, always. He shoots off his dictatorial mouth from off the top of his head without a 2nd thought about the reality or even the possibility of legitimate required expertise, understanding, or the slightest idea of what he , or even the U.S.A. can do as if we are seeking world domination. His return to the bullying of Iran is a clear example, which only creates animosity between them and us rather than treating other world leaders with respect. In other words, Trump does more damage than repair of the very same attitude that he demonstrated in his previous presidency. His very ‘holier than thou’ way of diplomacy does not create any kind of international unity in any important cooperation or peace-seeking world alliance anywhere other than Russia.

Russia and Ukraine are at war for a reason, and that reason is for Ukraine to defend and “own”, control, and operate their own country as a peaceful seeking free world democracy. So here we have Trump wedging his questionable form of government, whatever that is, as an unwanted 3rd party that favors Russia’s federal socialist or “kleptocracy” form of government over America’s own struggling democratic republic.

Tell me how Trump’s offering to let the USA run the unique type or kind of Russian nuclear reactors, that the USA has no knowledge or experience in, could provide Ukraine with the ability to keep their land and assets and succeed in their young democratic republic kind of government and join the other free world nations of NATO. Or could it be that we — as is the case with Trump’s copy-cat future of America to Putin’s dream of an expanded version of the old USSR — are on Russia’s side in their conflict with Ukraine and, if successful, invade the rest of what is now a free-world NATO Europe? ~llaw

Ukraine’s Zaporizhzhia nuclear power plant, occupied by Russian forces since the early days of the war, could be restored and protected by US ownership – at least according to the Americans.

But it’s unclear how the operation would work in practice, experts say, especially as the plant is on the front line, in territory controlled by Russia.

As part of ongoing talks to inch toward a partial ceasefire, US President Donald Trump and Ukrainian counterpart Volodymyr Zelensky “discussed Ukraine’s electrical supply and nuclear power plants” during a Wednesday phone call, according to the US readout of the call.

“(Trump) said that the United States could be very helpful in running those plants with its electricity and utility expertise. American ownership of those plants would be the best protection for that infrastructure and support for Ukrainian energy infrastructure,” the readout said.

On Thursday, Zelensky disputed that section, saying: “In terms of ownership, we definitely did not discuss this with President Trump.” Zelensky stressed that “all nuclear power belongs to the (Ukrainian) state, including the temporarily occupied Zaporizhzhia region.”

Zelensky said the day before that Ukraine is ready to consider the possibility of American investment in the restoration and modernization of Zaporizhzhia. During a news conference after his call with Trump, Zelensky said they only discussed the occupied Zaporizhzhia plant, rather than Ukraine’s wider nuclear power network.

“I believe that the station will not work under occupation. I believe that the station can be restored to operation,” Zelensky said, also cautioning that the process will take an estimated two years or more.

Before Russia’s full-scale invasion in 2022, the Zaporizhzhia plant supplied roughly 20% of Ukraine’s energy, with six reactors, making it the largest nuclear power station in Europe. Ukrainian staff remain at the plant under Russian occupation, and at one point staff were forced to work at “gunpoint.”

But the plant is now disconnected from the grid and the electricity infrastructure required to operate the plant safely has been damaged by drone strikes and frequent shelling. Russia also destroyed the nearby Kakhovka dam, emptying the reservoir that supplied water to cool the plant.

All six reactors are shut down and there are concerns over the plant’s ongoing maintenance, as explosions continue nearby, according to a UN nuclear watchdog team on the ground.

When asked about how the US could potentially run a Ukrainian nuclear plant, Energy Secretary Chris Wright told Fox News that he didn’t believe it would require American troops on the ground.

“Certainly, we have immense technical expertise in the United States to run those plants. I don’t think that requires boots on the ground,” Wright said. “But I’ll leave the foreign policy to President Trump and Secretary (of State Marco) Rubio. I know they are working tirelessly, ‘How do we bring peace to Ukraine?’

“But, if it was helpful to achieve that end – have the US run nuclear power plants in Ukraine? No problem. We can do that,” Wright added.

But experts question how feasible the idea floated by the Trump administration would be.

Operating the plant safely would require a safe, constant power supply to avoid a reactor meltdown, as well as the restoration of sufficient water supplies for cooling the plant.

“The first word of business would be to establish definitively that there could be no attacks on either the plant directly or on the supporting infrastructure – both power and water resources – and that would have to be iron-clad,” said Edwin Lyman, director of nuclear power safety at the Union of Concerned Scientists. “So far, that kind of agreement has been elusive, as shelling occurs at a daily basis in the vicinity of the reactors.”

“There’s no point in trying to rebuild a plant and operate it if it could be jeopardized at any moment,” Lyman said. “And the notion that US-ownership would somehow be more of a deterrent to Russia attacking the plant than now, when the Russians themselves control the plant, that doesn’t make sense either.”

The idea of US operation “raises a whole lot of logistical and technical and practical questions that are very unclear,” Lyman said, including the question of US liability for any accident at the facility. “With ownership or operator status comes responsibility.”

Nuclear experts have also highlighted that the US does not have any nuclear plants that use the same class of technology as Zaporizhzhia, which is a Soviet-designed “water water energetic reactor” (abbreviated as “VVER” in Russian).

“These are different technologies,” said Elena Sokova, director of the Vienna Center for Disarmament and Non-Proliferation, adding that there are strict licensing requirements for the plant’s operators.

“The US is an advanced country… but to be prepared to immediately take control of something that is of a different design, designed by different country, and where you have no experience of running it – I don’t think it’s a good solution or viable option.”

“Having said that, if we’re talking about a long process, I’m sure certain things could be worked out, particularly if there is an arrangement… to have the majority of the Ukrainian staff and operators running these reactors,” Sokova added.

Ukraine wants role in restoration of plant

Zelensky emphasized on Wednesday night that safe restoration of the plant is in the whole world’s interest, and Ukraine should have a role in that “because it is ours, and this is our land, this is our station.”

The Ukrainian president said any return of the plant would not be possible without control of the area where it is located – the city of Enerhodar – on the Russian-occupied side of the Zaporizhzhia region.

“If you just hand over the station, and a meter away from the station, everything is occupied or there are Russian weapons, no one will work like that,” Zelensky told reporters, raising concerns that the plant could be restored with US and Ukrainian investment, only to have Russia possibly damage or destroy it again later.

As fighting continues along the front line, the dire situation at the Zaporizhzhia plant “remains unchanged,” Andrian Prokip, energy program director at the Ukrainian Institute for the Future, wrote last month.

“It still does not receive adequate maintenance and it continues to serve as a Russian ammunition depot,” said Prokip, also a senior associate at the Wilson Center.

In My Opinion:

I keep saying this over and over, but the news media never seems to catch on: “The number of nuclear weapons in today’s nuclear world doesn’t matter. The numbers are irrelevant. A few is all that’s needed, or in some cases just “One”. One is the trigger that will set the others off, and today’s nuclear bombs and other weapons of mass destruction are dozens of times more powerful than, say, the “Cold War” from 1945 to 1991 when the United States and Russia both increased and eventually reduced the number of nuclear weapons in their arsenal, comforting the world — at least politically and militarily — easing the everyday citizens’ anxiety for awhile. Until now.

What matters is the need for world leaders and international governments and their political and military organizations to quickly find a missing link in their power-crazed minds, and realize that for humanity to survive requires world peace. And that can only happen if we actually understand and practice the human-missing traits that the word “humanity” is supposed to define the way humans live.

There are dozens of peace-loving words to tell us that more narrowly define what “humanity” means, and world “peace” is just one of them. You can make up your own list using words like love, compassion, empathy, sympathy, understanding, care, fellowship, concern, and use them by taking them to heart, passing them along. You can let our nuclear-armed evil and corrupt leaders know about these gentle words — knowing that such an idea as universal kindness, peace, and love actually exists and can be passed along as food for thought to a whole world of others, rather than constantly listening to the hateful, angry, selfish, deceitful and separatist words and ways of life we collectively live today. ~llaw

There’s an uneasy nuclear weapons future ahead.

The big picture: Decades of order now feel disordered. Proliferation is again a kitchen-table topic; your parents are probably sending you headlines right now.

  • An ascendant China, a trigger-happy Russia and rollercoaster politics in the U.S., among other factors, are prompting conversations of the deadliest stakes. Nukes are no joke.

Driving the news: The Federation of American Scientists warned in its latest accounting that Beijing has “significantly expanded” its program by “fielding more types and greater numbers of nuclear weapons than ever before.”

  • The effort includes continued development of missile silo fields and bases for road-mobile launchers as well as reassignment of bombers with an air-launched ballistic missile that “might have nuclear capability.”

Meanwhile, weapon whispers are heard in:

  • France, where President Emmanuel Macron is mulling the reach of his nuclear umbrella.
  • Germany, where Friedrich Merz, the soon-to-be chancellor, welcomed discussions about shared arsenals while also acknowledging the heft of U.S. arms.
  • Poland, where President Andrzej Duda called on Washington to send some of its weapons into his country — a move that would abbreviate flight times and anger Russia.
  • South Korea, where a cocktail of concerns, namely its neighbors, spur repeat conversations. (Gideon Rose, an adjunct senior fellow at the Council on Foreign Relations, said Japan would likely follow Seoul in a piece titled “Get Ready for the Next Nuclear Age.”)

And it’s all everyone’s talking about, from large organizations like the Center for Strategic and International Studies and Chatham House to the smaller expert blogs like Strategic Simplicity.

What they’re saying: “I, personally, didn’t have Poland on my bingo card,” Jane Vaynman, an assistant professor of strategic studies at Johns Hopkins University, said at an event when asked by Axios for a global temperature check.

  • “There’s a really big connection that’s been studied in the academic literature … between U.S. nuclear guarantees and the nonproliferation agenda.”

Yes, but: Nuclear aspirants need heaps of time, money and willpower — resources in demand everywhere else.

  • The world’s most destructive weapons don’t accidentally materialize; they are the product of scientific expertise, coveted materials, manufacturing-and-test footprints and means of delivery.
  • “The rule of thumb in the 1990s, when I started in this field, was: Any country can go nuclear. It takes, at a minimum, 10 years and $10 billion,” Jon Wolfsthal, the federation’s director of global risk, told me.
  • “You could buy a lot of conventional deterrence with $10 billion.”

Reality check: The Chinese inventory, hundreds of warheads, is dwarfed by American and Russian collections, thousands each.

  • Whether Beijing is a nuclear peer to Washington — or ever will be — depends on who you ask. Government assessments clash with those made by outside analysts.
  • The Federation of American Scientists notebook, for example, says there is “no evidence that China’s ongoing nuclear expansion will result” in parity.

What we’re watching: How, amid this chaotic juggle, the U.S. deals with its own aging weapons and crumbling infrastructure, including sites managed by the National Nuclear Security Administration.Subscribed

In My Opinion:

Who the hell are these disruptive and obviously inexperienced people collectively called DOGE and how is it that Elon Musk, who is not even an official nor elected standing in the U.S. government, and his “Komputer Kiddies” have so much ridiculously unqualified power and are making a huge mess of everything they are doing? Every decision they have made has ultimately been wrong, and they have also illegally “broken” into secured governmental agencies and their offices in order to access confidential information that they are not qualified nor authorized to even see, much less control. This illegal process and the unlawful insubordination obviously allowed by Trump cannot continue to stand! If necessary, the U.S. military must step up and put a stop to this process even if it means the insubordination of themselves before the current “Commander in Chief” — who may well be a “traitor” to the United States of America — and who is not acting as the job requires, per se, “one of the most important roles for the President of the United States is that of Commander in Chief. Acting in this capacity, the President finds themselves ultimately responsible for the safety and security of the United States and its citizens.”

Weakening our nuclear security in this time of critical strain among major nuclear armed nations is just about the stupidest move imaginable given the erosion of the last bastion of nuclear war prevention called “deterrence” that Trump has already substantially weakened on an international basis, yet here we are, threatening our own and other free world nations by arbitrarily firing critically experienced and knowledgably endowed protectors of our own nuclear arsenal. This is pure and utter insanity . . . ~llaw

More than 130 National Nuclear Security Administration employees have been reportedly paid off after their positions were targeted in cuts recommended by the Department of Government Efficiency (DOGE).

This is according to internal agency documents seen by The New York Times, which also said an additional 27 workers were mass-fired and not rehired.

Newsweek has contacted the Energy Department, which runs the National Nuclear Security Administration, via email, for comment.

Why It Matters

The National Nuclear Security Administration manages America’s 3,748 nuclear bombs and warheads, while also working to modernize them.

These cuts, part of Donald Trump and billionaire Elon Musk‘s efforts to do away with what they consider government waste and corruption, come at a time with mounting global tensions and multiple threats of nuclear war.

What To Know

At least 27 engineers, 13 analysts, 12 project managers, six budget analysts, five physicists or scientists, along with attorneys, compliance officers and technologists, have left the agency, according to the NYT.

These include four people involved in the secure transportation of nuclear materials, six who build reactors for nuclear submarines and one biochemist and engineer who enforced safety standards at a Texas-based nuclear warhead assembling plant.

The Energy Department reportedly said that most of the fired employees were administrative and clerical, not critical to the agency’s operation.

Some of the people who left had a top-secret security clearance, called Q, which provides access to how nuclear weapons are designed and used, according to NYT analysis.

Those who left were reportedly offered administration leave with pay until September before resigning.

Speaking specifically about the loss of employees who used to transport nuclear materials, The agency’s former deputy administrator for nonproliferation under President Joe Biden, Corey Hinderstein, said: “We were already understaffed there. Because how do you get people with extremely advanced security skills to be able to defend a nuclear weapon on the road and are willing to be long-haul truckers?”

What People Are Saying

The Department of Energy’s chief spokesman Ben Dietderich said: “Contrary to news reports, the Energy Department’s nuclear weapons production plants and nuclear laboratories are operated by federal contractors and have been exempt” (from cuts)

Energy Department spokesperson Andrea Woods said: “N.N.S.A is committed to continuing its critical national security mission through the development, modernization and stewardship of America’s nuclear deterrent and nonproliferation and counterterrorism efforts.”

In My Opinion:

Let’s see how this telecon between Putin and Trump turns out on Tuesday, and is it not odd that Ukraine’s President Zelenskyy is not allowed to be a part of the conversation and decision-making? It’s as if Russia and the United States have no respect for Ukraine and will force the country’s future subject to the whims of the two international powers who will demand natural resources, land areas, and even whether or not Ukraine can join the North Atlantic Treaty Organization (NATO).

Does all of this ultimately mean that Ukraine’s desire to become a democratic republic nation as a part of the “free world” will never happen, likely forcing their country to be dominated by Putin’s dream for a larger and more powerful USSR?

What Russia wants from Ukraine and other European ‘free world’ countries is not a whole lot different than Trump’s desire to annex Canada, Greenland, and Panama for the United States, a country that suddenly seems to be on its way to becoming a Russian twin companion both massive in territory and identical in politics — as well as military might. ~llaw

WASHINGTON, March 17 (Reuters) – U.S. President Donald Trump said he would speak to Russia’s Vladimir Putin on Tuesday about ending the Ukraine war, with territorial concessions by Kyiv and control of the Zaporizhzhia nuclear power plant likely to feature prominently in the talks.

“We want to see if we can bring that war to an end,” Trump told reporters on Air Force One during a flight to the Washington area from Florida. “Maybe we can, maybe we can’t, but I think we have a very good chance.

“I’ll be speaking to President Putin on Tuesday. A lot of work’s been done over the weekend.”

Trump is trying to win Putin’s support for a 30-day ceasefire proposal that Ukraine accepted last week, as both sides continued trading heavy aerial strikes early on Monday and Russia moved closer to ejecting Ukrainian forces from their months-old foothold in the western Russian region of Kursk.

Asked what concessions were being considered in ceasefire negotiations, Trump said: “We’ll be talking about land. We’ll be talking about power plants … We’re already talking about that, dividing up certain assets.”

Trump gave no details but he appeared to be referring to the Russian-occupied facility in Ukraine, Europe’s largest nuclear plant. Russia and Ukraine have accused each other of risking an accident at the plant with their actions.

White House press secretary Karoline Leavitt told a regular briefing on Monday that “there’s a power plant that is on the border of Russia and Ukraine that was up for discussion with the Ukrainians, and he (Trump) will address it in his call with Putin tomorrow.” Kremlin spokesperson Dmitry Peskov confirmed on Monday that Putin would speak with Trump by phone but declined to comment on Trump’s remarks about land and power plants.

The Kremlin said on Friday that Putin had sent Trump a message about his ceasefire plan via U.S. envoy Steve Witkoff, who held talks in Moscow, expressing “cautious optimism” that a deal could be reached to end the three-year conflict.

In separate appearances on Sunday TV shows in the United States, Witkoff, Secretary of State Marco Rubio, and Trump’s National Security Adviser, Mike Waltz, emphasized there were still challenges to be worked out before Russia agrees to a ceasefire, much less a final peaceful resolution to the war.

Asked on ABC whether the U.S. would accept a peace deal in which Russia was allowed to keep Ukrainian territory that it has seized, Waltz replied: “We have to ask ourselves, is it in our national interest? Is it realistic? … Are we going to drive every Russian off of every inch of Ukrainian soil?”

“We can talk about what is right or wrong but also have to talk about the reality of the situation on the ground,” he said, adding that the alternative to finding compromises on land and other issues was “endless warfare” and even World War Three.

‘IRONCLAD’ GUARANTEES

Ukraine’s President Volodymyr Zelenskiy has said he sees a good chance to end the war after Kyiv accepted the U.S. proposal for a 30-day interim ceasefire.

However, Zelenskiy has consistently said the sovereignty of his country is not negotiable and that Russia must surrender the territory it has seized. Russia seized the Crimean Peninsula in 2014 and now controls most of four eastern Ukrainian regions since it invaded the country in 2022.

Zelenskiy has not responded publicly to Waltz’s remarks.

Russia will seek “ironclad” guarantees in any peace deal that NATO nations exclude Kyiv from membership and that Ukraine will remain neutral, Russian Deputy Foreign Minister Alexander Grushko told Russian media outlet Izvestia in remarks published on Monday that made no reference to the ceasefire proposal.

“We will demand that ironclad security guarantees become part of this agreement,” Izvestia cited Grushko as saying.

Putin says his actions in Ukraine are aimed at protecting Russia’s national security against what he casts as an aggressive and hostile West, in particular NATO’s eastward expansion. Ukraine and its Western partners say Russia is waging an unprovoked war of aggression and an imperial-style land grab.

Moscow has demanded that Ukraine drop its NATO ambitions, that Russia keep control of all Ukrainian territory seized, and that the size of the Ukrainian army be limited. It also wants Western sanctions eased and a presidential election in Ukraine, which Kyiv says is premature while martial law is in force.

The European Union’s foreign policy chief, Kaja Kallas, said on Monday that the conditions demanded by Russia to agree to a ceasefire showed that Moscow does not really want peace.

Finland’s Foreign Minister Elina Valtonen said the onus should be on Russia as the invading country, not Ukraine, to make concessions “because otherwise you would be compromising international law.”

British Prime Minister Keir Starmer said on Monday that “a significant number” of nations – including Britain and France – were willing to send peacekeeping troops to Ukraine in the event of a peace deal with Russia. Defence chiefs will meet this week to firm up plans.

Russia has ruled out peacekeepers until the war has ended.

“If they appear there, it means that they are deployed in the conflict zone with all the consequences for these contingents as parties to the conflict,” Russia’s Grushko said.

“We can talk about unarmed observers, a civilian mission that would monitor the implementation of individual aspects of this agreement, or guarantee mechanisms. In the meantime, it’s just hot air.”
